It was Developed on PS4 first, rather than PS3?
To me yes, Considering their lot more things CCP could of done with the PS4 than what they could do with the PS3, it would of been easy to code games on considering it has as Sony calls it "Supercharged PC Architecture" with an AMD x86-64 Jaguar 8 Core CPU.

And since Legion is going to be the new DUST 514, they could easily port that game onto the PS4.

Hard to say. As soon as Dust released, CCP screwed up.
Not only was it a paid beta for like 2 years, but it released and didn't fulfill promises made. Legion is what Dust was supposed to be. If dust started out in the PS4, they might have time and resources to code for it past fanfest IF they were headed the right track, meaning the current Dust wouldn't exist.
The console doesn't matter much. Dust ended because it was a product that stayed a beta for a lobby shooter when it was supposed to be something bigger. |

They could and would.
Still they should not cross game between PC and consoles. I think that's the main reason there will never be a console port.
My opinion, they just wanted to scrap the entire project because it was a failure by all means. In order to save their face, then, it was obvious to blame the console instead of themselves unable to fix a game.
