Pre 1.8 Amarr scouts ran GAl scout.a scout is always a scout.... sounded like FOTM to me. but then again, you have the benefit of the doubt. No one is as stupid as to Spec into Amarr Scouts just because...so you may have a case here. And yes,the Amarr Scout will be an E-war scout.2cx Precision enhancers and 1 cx Radar amplifier will do the trick i think....
