Your first mistake is thinking that Legion is being setup to be like Destiny.
The comparison to Destiny was made by PCGamer, not CCP. If you read the article again, Destiny wasn't even referenced by CCP. They just want Legion to stand on its own and be awesome on its own before it's ready to be merged with Eve Online's economy. CCP never said they're trying to compete against other shooters here.

Also, at the end of the day it isn't economic links that is needed to make the link between Eve and Legion something noteworthy but tangible gameplay links that swing both ways. Weaving together Legion and Eve isn't something that can just be tacked on.
Dust has a practical link to Eve Online such as Factional Warfare battles on the ground affecting the FW territory in space. Districts owned by corps have some impact on the local control towers if I recall correctly. Also, there is the ability for Eve and Dust players to join the same corp. But it wasn't enough and no one in Eve cared about that link because it didn't make any significant impact on the Eve side of things to warrant any further investment.
Then there is the fact that Dust doesn't have all of the core features such as PvE, full racial parity for vehicles, no secondary market (not even a simple peer-to-peer trade window), terrible lag, absolutely no matchmaking system in place (at least not a noticeable one), and so on which cause a lot of people in CCP to be distracted from the Eve-Dust link they were suppose to reinforce and instead focused on trying to implement features that should have been implemented on day one.
So you can have an awesome Eve-Legion link on day one for all I care. But if Legion's core features are not fully implemented on day one or at least by official release, then no amount of meaningful links between the two games would save Legion. That's why I feel it's better to have Legion prove to be awesome on its own first. Forget about the competition from other PC games. At least on the PC, Legion will have the support of many Eve Online players, many of which have dedicated themselves to becoming the true inhabitants of New Eden.

That very much is true. In Eve Online, alliances often duke it out at all costs in attempt to gain control over a key staging system that can turn the tide of a major war later down the line. Some alliance sometimes intentionally lose many ships with the aim of making the enemy bleed as much they did as possible which often results in bitter-sweet victories for the enemy they are attacking (attrition wars). Remember Napoleon when he tried to take Moscow? He got to Moscow and won, but by the time he got there he lost half his troops on the way there while losing the remaining half on the way back. The Russians made certain that his forces bled deeply for his victory and bled deeply he did.
