Well, simple in comparison to other things. Would make sense as a modifier on how fast you earn faction standing. It would take racial prejudicious into account. It would make sense that the Amarr Empire would be quicker to gain trust in an Amarrian using a Laser Rifle than a Gellente using a Combat Rifle. That doesn't make sense. He means in the sense that an Amarrian dropsuit is designed to interface with Amarrian weapons systems. That does make sense. We already have this in the form of role/class bonuses that apply to the respective racial equivalent of [primary class tool] the most.
Unless you meant general bonuses on top of that just for matching racial gear. Then we're back to "set bonuses" that artificially stifle fitting freedom.
You can take a benign object, -you can take a cheeseburger and deconstruct it to its source...

Fits don't operate in a vacuum. They compete against each other so that giving a certain combination "bonuses" for being racially matched is functionally identical to giving the other combination a "malus" for being racially mixed.
Suddenly your fit's power comes not just from the sum of its parts and how well they synergize with each other and your playstile. There is also this outside modifier that makes your suit better or worse depending on "purity", not because the more "pure" fit is inherently better, but because this outside modifier makes it better.
That's the basic problem with set-items and how they do, in fact stifle, freedom. You cannot just exchange one item for another that, on its own, would a better choice if it turns out you'll lose your "bonus" doing so which eats up the benefit of the exchange in the first place.
