It wouldnt appeal to others but they are just there for lp anyway, they don't actually appreciate the lore. Its mostly just a farm so people can stomp pubs in a cheaper manner or for farming items for PC.
I just want to pop in and say that all RP does not and should not revolve only around the four big empires when there's a myriad of smaller factions with their own independent agendas. I've been in the Intaki Liberation Front for a year now, with it's own goals completely separated from the empires and I love it.
You have to keep in mind that most capsuleers and dusters are freelancers and mercenaries still with no real loyalty to the empires they originated from. It is a perfectly valid lore reason to be running faction warfare only for the rewards it provides, or being "just there for lp". Restricting gear like this would only stifle FW in general. I should also point out that the whole Empyrean War conflict is not really an actual war but rather a way to stop the already tense relations between the empires escalate to a full size war, but that's a whole other topic.
On top of that in New Eden, CCP has endorsed that everything is RP. Those large conflicts in nullsec happening between huge coalitions of alliances is canon just as much as the lowly miner shooting rocks in highsec for ISK or a duster completing a public contract. While that merc running FW just to get LP to buy neat gear may not be actively trying to do RP, what he is doing is still RP. That's what I did throughout my entire dust career and it was perfectly valid from a lore point of view, which I was actively trying to do.
My point is that simply focusing on FW as a medium to encourage RP would just be a disservice to all the various other groups inhabiting New Eden who do not participate in FW. The pirate corporations, mercenary cells, cults, non-profit organizations, criminal syndicates, player corporations and many others all dot the universe with their rich history and relations between one another, and are definitely worth exploring in an RP environment. If we want to encourage RP and embrace the lore, we should highlight all the rich and varied people and groups of New Eden, not just the big four.
