Assaults need changing so hereGÇÖs my suggestion how it could be handled.
Two of the biggest changes I suggest are to armour repair modules and armour plates; armour repair modules should be moved to high slots and, due to that change, armour plates need changing.
If armour repair modules were changed to high slots, you could change the slot layout of the assault suits to this:
Caldari GÇô 4 high, 3 low Minmatar GÇô 3 high, 4 low Gallente GÇô 5 high, 2 low Amarr GÇô 2 high, 5 low
This, naturally, requires a bit of tweaking to base stats of the suits and hereGÇÖs a link to a suggestion. Please take the time to check it but bear in mind that this is just an example to better illuminate my idea behind this change.
The slots or stats do not restrict any suit but they ensure that each suit achieves something the others cannot. For example you can slap 5 complex shield extenders on a Gallente but it will still have lower shields than the Caldari and worse regen. Same as Amarr would wipe the floor with a Minmatar with 4 plates in the lows. And no-one could compete with GallenteGÇÖs armour repair, or MinmatarGÇÖs shield regen.
If armour repair modules were in the high slots, the armour plate buff should be taken away. Plates should give 65 HP at basic, 90 HP enhanced and 115 HP at complex level. In my suggestion armour and its regen are in separate slots so I donGÇÖt see the buff necessary anymore. The penalty I would like to add, though it may be impossible, is a penalty to turn speed. I suggest zero penalty on the basic plate, 1% on the enhanced and 2% on the complex.
And additionally, all suits except the assault have several bonuses. I want several bonuses on them too. The current assault bonus (fitting reduction) is fine, and I feel the Minmatar and Amarr have good bonuses already. Caldari and Gallente are in desperate need of better bonuses but I would like all assaults gain one additional bonus on top of these (three in total).
IGÇÖve been toying with the idea of Gallente getting a reduction in movement speed penalty on plates as they would only be able to stack two, so it wouldnGÇÖt be excessive. Caldari should have a reduction to shield extender penalty, so they gain more shields with extenders. Would Minmatar benefit of a bonus to kincats? Amarr, if we could have a turn speed penalty, could get a bonus towards that. But to these, I have no clear suggestions, these are just my musings. And hypothetical, clearly tied to my suggestion above.

Damage mods already have a high penalty, and they have been nerfed to where complex only gives you 5% extra damage. Even when they were 10%, anything after three modules was basically a waste. GallenteGÇÖs current layout supports three damage mods.
From protofits, 5 damage mods on a Duvolle:
Base damage 33.99 1 mod 35.69 2 mods 37.24 3 mods 38.3 4 mods 38.84 (+0.54) 5 mods 39.05 (+0.21)
The additional damage is negligible at best. Well, in my opinion anyway but I understand your concern.

Humor me, if you forget about the link we have with EVE, what do you think of the balance between the suits?
