I know, i'm the on the wave of enthusiasm for Destiny.
Right now melee is the last chance, if you are out of ammo (or the best chance if you are trolling), it's should be a good option in CQC.
In Dust is hard enough to hit someone that it will not be OP, but i guess that something have to be done about cloak + melee.
Even a vanilla medium suit have enough HP to survive more than 2 hits from melee attack (from another medium), i believe that if you are good enough to be in a close range in a game like Dust you deserve to deal more damage with your elbow / fist.
I would buff the damage of all the suit, then to avoid the almighty one-shot, i would change myofibril stimulator to give a raw buff on melee damage instead of a % bonus, the skill bonus should grant a buff on melee speed (less time between an attack and another).
I leave the numbers to you.

That is why it should be buffed, it's so difficult to hit someone that you should be rewarded with enough damage if you hit.

Melee is great in Dust, but like any weapon, it takes specialization and practice, it's not a guaranteed killer because the games where it HAS been that are kind of stupid.
In every FPS or TPS i remember, idk about halo or cod beacause i've never played those games, but in every FPS melee attack is the best solution for ultra close quarter engagement, when you are even closer than shotgun range.
In BF3, in Borderlands, in Half-Life (crowbar), in R* games (rdr, mp3, gta), in ghost recon.
Basically in every other shooting game.
I know Dust is different, but good features are good, no matter what game you play.
