No, they won't. Assuming they're using Shotguns or Nova Knives, you'll still both out-range and out-DPS them, and if they're using a rifle, then you should blame yourself for being outside of your niche.
The only thing that affects your ability to kill Scouts in CQC is the heat reduction, and honestly if you can't kill a Scout in >150 rounds, then you should probably take Benjamin's advice.

That's ironic.
The only way for someone without a Shotgun, Boundless RE, or Nova Knives against an HMG is to not engage them at all. Why must everyone here conform to double standards?
