I believe strafe speed is set to 90% of movement (not sprint) speed. So no, they don't strafe as fast as a scout.

Amarr Sentinel Movement Speed 3.65 m/s Strafe Speed 3.285 m/s
Amarr Scout Movement Speed 5.25 m/s Strafe Speed 4.725 m/s
So the scout strafes over 40% faster. Id say thats a pretty big difference.

Dude I feel you. I get that Heavies should not be able to jump like Scouts can, but I get really sick of those Suicide Uplinks because they stick them in a spot you cant get out of because theres a 12 inch ledge you cant jump over. I dont even care if it consumes all my Stamina to do it, the heavy's awful jump height is overly restrictive and should be increased a bit.

No, strafe speed is locked by the movement speed of the suit an cannot be increased. It can only be decreased by putting on Armor Plates.
Now Heavy Frames and Commandos do have a slightly higher movement speed than Sentinels, but its not significant enough to make them perform like a Scout. In addition the Minmatar heavies are a little bit faster. So there are ways to get a fairly quick heavy, but it doesn't even come close to Scout levels.

Well and there's the thing, the Heavy has such a significantly larger hitbox that even if it could strafe as fast as a scout, the benefit is still significantly smaller.
