First off let's all be clear the assault was the intended Slayer so this is what the change will be based around.
In order buff assaults for one give PG and CPU all the suits have decent (and in the case of the sentinel infinite) PG and CPU why does the assault have to use a bonus to achieve what other suits already have. Replace this bonus with something meaningful such as a 2% increase in ROF per level.
Reduce the regeneration capabilities of the scouts while increasing it for the assault. The assault is currently good for one encounter and that's it while the scout has insane regen capabilities and can easily stay in extended combat. The scout will still retain it's Ewar, movement speed, surprise factor (cloak), ability to GTFO (also cloak). The scout will have to be used for quick hit and run encounters, utilize their Ewar modules, speed hacking, and essentially be more of a scout then a straight up slayer. With regenerative capabilities the assault will be able to stay on the front lines and be the preferred slayer.
Shield Tanking
In EVE shields like armor are always regenerating DUST looks to EVE for much of it's content and their are many similarities that should also apply here. My proposed change make shields permanently regen at a low rate say 5 and then regen at a higher rate when the delay has ended.
Example: Your minmatar assault gets fluxed. You now instantly start regening 5 a second once you hit 40 (8 second depl. recharge delay 5x8=40) you start regening at the normal amount 25 + the base 5 so it then begins regening at 30hps/sec. to 70,100,130,160 etc.
Thoughts anyone?

On a related note, can we please give Shields a 5HP damage threshold?
I'm sick and tired of having my regen stopped because an idiot decided to start sniping me with an AR from 80m away.
