Fine by me. Make the laser rifle and scrambler rifle a little cheaper than add crystals that you need to equip to these weapons such that the weapon plus the crystal is the cost of a normal weapon. Then make a lot of crystal variants.

Anyway, I picture it as the opposite of the light LR, charge and fire alpha weapon that you can continue to fire at a slowly decreasing DPS until it overheats. (The godfather of tactical logistics)

I second this, but with a bit different spin on it. Have pre-fitted faction fits like the "Black Eagle" Scout in the loyalty store that can be bought or awarded for reaching a certain standings level. Using this scout suit again as an example, it has no low slots but carries two light weapons, making it like a tech 2 fit, making them specialised but not exactly better or worse than the stamdard version. Once you reach that required standing, you'd get a set of the suits and a text prompt saying something like "For your service and dedication to the Federation and the Gallente cause, we award you with these special SDII issue drop suits."
