PvE would be a welcome addition to Dust 514. It would help get new players into Dust as well as retain veteran players. CCP does not have any plans on implementing PvE into Dust 514 because reasons.
I think CPM1 will probably be largely supportive of some kind of PvE in Legion though. That's how I would rephrase your question.

... Back? Okay, so if that didn't make it abundantly clear that Dust 514 is out and Legion is in, then I don't know any other way to persuade you. We can expect hotfixes for balancing to roll out over the next several months. Charlie, Delta, Echo, Foxtrot, and so on. I would not ever expect 1.9 (genuinely new content).

My feelings on the decision to move develop Legion instead of Dust 514 are irrelevant. Even if every player in Dust decided to quit out of rage CCP would continue to develop Legion. They know PC is a more versatile platform for agile development and consoles are, unfortunately, a dwindling market.

Actually... it was explained that CPM1 is onboard to assist in Dust 514's continued maintenance as well as assist with the development of Legion. Obviously they will be under an NDA, but they will be talking to CCP about Legion a lot.
Dust isn't dead. It's player population isn't healthy and it isn't being developed for anymore... but it isn't dead. It is ridiculously hard to kill a F2P game. So Dust isn't dead, so much as it is frozen in time. What you see of Dust 514 is pretty much going to be the norm for the rest of it's "life".
