We can still damp below it if need be.
Our job then will be to eliminate the scanner logi.
This should help reduce spam. Most likely, they will carry one or two and try to scan objectives or hot spots to pick up scouts.
You start doing it too much, and we will hunt you down for the entire match.

i think that its OP. Because, only have one person Gal Logi, it is synonymous passive ability powerful at all times and be assigned to the squad everyone.
And to limit the number to be able to carry at the same time, what about? It should not be weakened. What were the changes to scouts? I couldn't understand the spreadsheet.
eWAR is normalized between the scouts. Everyone can do it okay to a degree, Amarr and Gal have stronger scans, but Cal has fantastic range.
Everyone can damp well enough to avoid ANY and ALL scans, IF they use enough dampeners.
It has equalized all of the scouts, brought Cal into line, and makes Amarr and Minmatar PC viable again.
Gal Logi is the counter, as it forces EVERYONE to run max damp fits.

Check Haerr's spreadsheet on post three of the charlie scout thread. The numbers represent how many complex damps are needed to avoid the scans.
