Hopefully it could help make up for the fact that the Amarr only has 3 weapons.

Not really.
The Projectile Weaponry Profile makes it much more practical to use than a Scrambler Rifle, and when you combine that with the fact that it's also a Mid-Range weapon (like the SCR) the argument about which Conventional Rifle is the best goes to the Combat Rifle without question.
A Valid comparison between the Laser Rifle and Mass Driver (both niche weapons) can't be made as they both have different niches (that would be like comparing a Sniper Rifle to a Plasma Cannon). However, since they're both very good at performing their niches, the argument about which is truly better is one of personal preference.
As for which is Equipment is the best (Drop Uplink vs Remote Explosive). see above. In terms of functionality, the Scrambler Pistol is better than the Flaylock Pistol, that is easy to admit. However, Amarrians don't have a Grenade or SMG, so the Matari wins those sections by default.
TL;DR:
- Best Conventional Rifle: Matari
- Best Niche Weapon: Tie
- Best Equipment: Tie
- Best Pistol: Amarr
- Best Grenade: Matari by default
- Best SMG: Matari by default
If you only use Pistols, then I guess you could claim that.
