Developers I implore you to divert from creating the Pilot suit as planned:
The logic behind a Light Frame - Pilot suit is definitely there. High mobility to escape a burning vehicle. From a lore point, one would want to be comfortable for maximum control of the vehicle thus heavy armor would be cumbersome inside the tight belly of a vehicle.
However, let's consider 2 vehicles that have exposed seating.
The LAV: In the LAV all 3 positions are open air and exposed to fire. The golden rule of the LAV is that the LAV has as much health as the suit you wear. Everyone who is serious about there LAV wears nothing but a heavy suit. If the path to pilot suit was to continue down the Path of Light (frame), we'd have a serious conundrum amongst the LAV drivers. Would you risk the low HP suit for better working vehicle or play it safe and not risk getting shot out while losing out on potential perks? Meanwhile HAVs and ADS would only profit no matter the suit, their operator is not exposed. LAV integrity is severely disadvantaged by a light frame pilot suit.
The Dropship: I don't know what the perks/bonuses of the pilot suit are going to be, but in any case, I believe that there needs to be a dedicated "Gunner" Heavy Frame. A suit that gives proficiency & reload bonus to small turrets. It is just logic that gunners are heavy frames, for the same reasoning as the LAV. Stationary mercs who are exposed to fire need to have high health to survive the fire. This would benefit all vehicles since all vehicles are capable of small turrets.
The Design of a Gunner: Currently, I fit a 'Skinweave' Amarr Heavy Frame with a shield recharger and a complex armor repairer. The suit starts with sufficient HP, but regen is key to getting your gunners back in the action. Every Gunner suit would require innate reps and good shield recharge stats. However they should have absolutely no modules, only one weapon slot and one EQ (for repair tool or the odd uplink for tower spawning)
Amarr: 2 HP/s Armor Rep, 25 shield HP/S, delay X, most Armor Gallente: 3 HP/S Armor Rep, 20 shield HP/S, delay X, second most armor Caldari: 1 HP/S Armor Rep, 30 shield HP/S, delay Y, highest shield Minmatar: 1 HP/S Armor Rep, 35 shield HP/S, delay Y, second highest shield
Tier progression: increases total HP and regen stats gradually
I propose 3 doors: Door #1: Pilot Suit is Heavy Frame Door #2: Forget Pilot Suit, adopt Gunner suit. Door #3: You do something special with LAVs if you continue Light Frame Pilot progress. Mind you HP is very important to LAV drivers who make frequent stops to allow their gunners to fire.

I'd simply put a delay on pilots exiting a vehicle...perhaps even entering a vehicle.
Gunner suit = pointless
Gunners really shouldn't be exposed to more risk than they themselves can handle, either switching seats or having their pilots move one. Switching seats is a gimmick. Everyone does it but really it's game breaking, it's like magically disappearing. Secondly, Gunner suit bonuses would be far from pointless. Turret Proficiency and Reload skills as bonuses? Grimmiers called.... EDIT: I'm not sure I understand your point on Pilot Suits, if there is one

I'm saying it should not be a light frame because as an LAV driver you are exposed and the golden rule of LAVs is "Your LAV has as much HP as your suit" thus if it were a light frame it would put unnecessary risk in using it in a LAV.
