Commando role bonus: 5% reduction of light and sidearm weapon PG/CPU per level. Amarr commando bonus: 5% increase in reload speed + 5% increase in reserve ammo for laser weaponry per level.
Caldari commando bonus: 5% increase in reload speed + 5% increase in reserve ammo for hybrid-rail weaponry per level.
Gallente commando bonus: 5% increase in reload speed + 5% increase in reserve ammo for hybrid-plasma weaponry per level.
Minmatar commando bonus: 5% increase in reload speed + 5% increase in reserve ammo for projectile and explosive weaponry per level.
Reasoning: Since commandos have 2 light weapons to fit, the assault's weapon fitting bonus would be much more useful on the commando. Reload speed alone is pretty underwhelming, adding an ammo reserve bonus as part of the racial bonus would make commandos able to engage in longer periods of time without needing to resupply; would be useful considering the lack of speed makes getting to nanohives and supply depots take longer.
Actually I would be open to othr different racial bonuses for commandos, like rate of fire bonus.

Assaults should not have bonuses to tanking types. That begins to border on the role of Sentinels and Commando, which are designed to be the durable platforms.
Assaults are designed, as I see them, to be high DPS and strong regeneration platforms, able to engage best and medium range, our DPS a foe, and have a short down time before redeploying back into combat.
If anything the Commando's need something that will aid their role. That being mid to long range fire support platforms, aka the Ultimate Suppression Warrior CCP talked about.

The commando is already useless at a competitive level for anything other than av. |

Only thing I can agree with is that Caldari and possibly Gallenet(haven't used the bonus) bonus need a change. However I feel this option simply move the assault suit in to the commando spot as 4 most used suit. And doesn't fix the issue, the straight clip size increase across the board is kinda boring. But I understand getting a skill for each race is rather tough. |

could ask for an event to test out new bonuses? say we get assault suits for each race with different bonuses. we try them for a week and then vote after on which one we want. |

What if, Gallente Assault had its' recoil/dispersion bonus swapped for a +2% to RoF, while Caldari got a reduction in Kick/Recoil of 5% per level, allowing them better use of their Rr?
Oh, and changed (possibly)
Commando's bonuses to +20% ammo instead of a reload bonus Change the racial to a +3/4/5% per level to Effective Range, thus enabling them to engage from range.

The current bonuses are good for the most part - commandos are 'specialists' in that they can carry main line weapons as well as more niche choices too.
Assaults need some tweaking in terms of hp stats / regen, but aside from caldari (which needs kick reduction added to the existing bonus) the current bonuses are good.

Ok...couple question / comments.
1) How do you foresee the proposed ROF increase working for the Amarr CDO? For SCR weapons that will create the opposite effect of "suppression fighting". The SCR is single shot, the ASCR might actually overheat (not a bad thing), and I can't envision how this works on the LR as it is a steady stream.
2) Caldari Commando bonus...again, if you want more suppression that means longer trigger time. The Bonus you propose for the Assaults is MUCH more relevant for the Cal Commando.
3) For the Cal Assault...you are correct that the reload speed is not a critical limiting factor and is redundant with the CDO role bonus. I would propose that a Lvl 5 Cal Assautl should have very little charge up time on the RR. This is much more in line with the Amarr and Minmatar weapons.
4) Gal Commando - again..trigger time is key. Increased ammo reservoir would be pretty useful to them.
5) Gal Assault - should be the medium frame CQC master.. I would recommend 3% increase to optimal//effective range per level perhaps OR a 2% per level ROF bonus.

Laser rifles' damage increases based off of shots fired(going up at a steady .1 per shot or something), while heat for all weaponry is based off of time fired.
A laser rifle having a Heat bonus of 25% will shoot for longer, but one that has a RoF bonus will ramp its' damage up a lot quicker, dealing severe damage.

I ran the ASCR on CalAssautl for many many months waiting on the RR to come out. Even without the Racial bonus the Amaar got I could reliably put 1 and 2/3rds magainzes through the weapon at near max RoF before reheat.
There are certainly combat situations where it happens but I think it's still a bit too generous for non-Amarr suits.

Seems like the CDO should have the heat reduction bonus and the Assault the "RoF" bonus then, correct?

I embarrassingly overheat suicided while rolling with Aeon Amadi the other day....... literally as we were talking about overheat penalties.
Back on topic though...... I am liking that peeps are accepting the Ultimate Suppression Fighter!

Assaults need a bonus to ganking quickly and regenerating their lower HP pool, commandos to suppressive/long term fire, and rely upon their inherently greater HP pool
Commando-
Role Bonus-5% reload speed per level
A-5% faster cool down on laser weaponry per level, 1% to laser weaponry damage M-+1 to explosive weaponry clip size per level, 1% to explosive/projectile weaponry damage C-5% to range and scope zoom with rail weaponry per level, 1% to rail weaponry damage G-2% to plasma weapon damage/level
Assault-
Role Bonus-+1 armor repair rate per second, +10% shield recharge rate
A-5% reduction to heat build-up laser weaponry M-5% clip size of projectile weaponry C-20% reduction to spool time of rail weaponry G-2% RoF of plasma weaponry

Good point...with the laser it definitely changes how you have to approach this. I would be tempted to say something vanilla like then give the laser based weapon a mild damage buff similar to the current CDO suits but I'm pretty aware of what that would do in the hands of players on the better end of the bell curve that know how to land charged shots.
