They have already stated in the last fanfest keynote that Dust will not be receiving PvE. Period. No more discussion to be had.
Your best bet is to visit the Legion general discussion and become part of the dialogue regarding PvE there. Oh, and try to generate some hype surrounding getting Legion green lit. Twitter is a good place to start, but if not there, then Facebook or some other social media.

if anything my calls for new content and a reurn to true development are like the water this burning building of a game needs to begin the great reconstruction of that sad building after the fire is put out. however your analogy does apply to theese so called mostly unnecessary 'hotfixes' which are the paint of your building.
The trouble with you requesting water for the burning building is that the owner has already began construction on a newer, better building just a few blocks away. They are going to let this building burn down... it was an eyesore anyway.

I was like you once. I had tremendous hope in Dust 514. I've recruited several people into playing Dust (all of whom have bought AUR, by the way). I championed the idea that Dust has a huge amount of potential; I pointed people towards Eve Online and said, "Look what CCP can do!" But realistically, the concept of Dust 514 has promise, but Dust 514 on the PS3 is not going to prosper long-term.
CCP Rouge made a tough business decision. He took (and is still taking) a lot of heat for doing this, but here are just a few of the reasons why letting Dust 514 die and developing Legion is a good idea:
- CCP can take what it has learned from Dust 514 and apply it to a game starting in alpha testing. Many developers would KILL for the chance to alpha and beta test for as long as Dust 514 has been active. This know-how can be used to ensure Legion launches with more polish and better balancing.
- The PC platform allows for more agile development cycles and reaches a larger audience. CCP has been developing Eve Online for over a decade on PC so this will give them a "home field advantage".
- Having Dust 514 on a console adds a middle man to the mix: Sony. While some think that Sony has been kind to CCP for the duration of this game's life, they are just one more person between CCP and their players. When developing for the PC you answer to (almost) no one.
I'll also just say again, CCP Rouge has said in his keynote speech that PvE is not coming to Dust 514. Ever. Period. We could all stop signing on tomorrow and his decision would not change. The Q&A session after the Dust: Progression presentation (fanfest 2014) doubly confirms that PvE will never come to Dust 514. We are not getting PvE. Stamping your feet and holding your breath will not change their minds.
