do you mean that for every armor/shield you put on you loose armor/shield or you just get less of the ones you put on?
also, what about the minmatar since they are the only ones truly allowed to dual tank

Your figures are totally biased towards armour tankers. Most people only use basic plates (except heavies) whereas most shield tankers run complex extenders. They are identical. Also, I would say that since the shield extender buff, the use of STD and ADV plates has probably gone WAY up. No one should use std shields, 33 extra hp? that basically one shot from an AR. Alot of people though use basic plates, but mostly alot of scouts that are a bit tanky use ferroscale and reactive. So they don't get a penalty? Also what about the people that do shield tank, and use all of the shield mods? I'll use one of my suits for example: adv Cal medium frame 2 shield extenders with a energizer in the lows, 1 regulator and armor reps. It has only about 380 shields and 140 armor, with this penalty it would be at 100 armor or less. Now look at an armor tanker. In the highs are 2 damage mods(Nothing else really to put there) in the lows 2 armor plates and 1 rep. About 550 armor, and 100 shields.... I mean unless this guy REALLY cares about his shields, then it wouldn't really effect him. of course though for the shield tanker it just means less ehp to the already low ehp.
thats not totally accurate. lots of peopole use STD shields, i use them for all my STD suits so i will still have enough cpu/pg. i almost always use STD with STD, ADV with ADV and Complex with Proto it just makes more since and i still survive more often than even if its just STD or ADV. its not always about having the highest EHP you know.
