Yes, a sane person would put 4 Complex Plates on a PRO suit, all the while leaving no way to passively regeneration armor.
You're more likely to see this:

Precision Enhancer x2 (not sure about the tier)
Lows
Complex Ferroscale Plate x2
Enhanced Armor Plate
Complex Armor Repairer

I see it every single night, man, though on Gal because nobody uses Amarr right now. Granted, Gal has a little built-in rep, but raw HP tanking pretty much is and has been Dust for a while. Besides, who needs a repper when you're zerging with three proto heavies and a pair of logis.
