Putting a pilot in your gunner seat to go beyond the maximum 50% RoF, 10% damage boost, and other various turret related skills. You can get at least double the intended values this way, though math says it's actually a little higher than double with two maxed out pilots.

You have your numbers entirely wrong.
First, as you say in the P.S, it's 10% per level. And second, pilot stacking only applies to the individual turret. Having w maxed pilots in your turrets will be no different than having one, other than you having 2 bugged turrets instead of one.

This has been bugged for over 6 months now. I severely doubt it will be fixed any time soon. I don't even play for the most part anymore, I just popped in and noticed that and had to have myself a good laugh. I've only been reporting that crap for half a year now

But we are not getting a client side update cause first off 1.9 is not planned and probs wont happend. Secondly a client update vian PSN costs money cause it needs to be verified by sony and CCP has no interest to put a single cent into this game.
