I spent some time with a few fellow Gallenteans discussing what could be rankings in the Federation.
Here's what we came up with after a while of chatting over it:
10 - Luminaire Marshal
9 - Federation Captain
8 - Federation Commander
7 - Aegis Lieutenant
6 - Shield Lieutenant
5 - Federal Officer
4 - Guardian Sergeant
3 - Vanguard Sergeant
2 - Federal Sentinel
1 - Federal Marine

Good very solid. Do the EVE side ranks refer to a more defensive vibe to the titles?
Yep.
The Aegis, Guardian, Shield stuff is found in the EVE rankings as well.
