The bonus is there to compensate for the pathetically low CPU/PG (compared to Scouts, Heavies and Logistics).
The bonus basically does what other suits come with built in.

This must be done, the shield must regenerate after you stop shooting on him, this because the shield is particulary weak plus to the scrubler rifle.
Bonuses aside, the Caldari Assault is probably the most well rounded Assault suit out of the four, an is an excellent suit, among the best.
However, start bringing in bonuses and it's overshadowed by the Amarr and Minmatar.

My Gallente Assault has 411 armor.
That scout has no regeneration at all and probably moves slower than a Logi.

CCP must delete this scrap virus seriously. The gallentes can immediately start repairing and with more ehp, this is the most ridicolous balance of the year. Seriously.
You obviously have zero idea of what you're talking about.
Do some math, you will see how the two are pretty much the same.
