When you interact with it, one of the options is repair, it repairs as long as you stay near to it, you can move around it, but it stops repairing as soon as you are damaged.
It repairs during 10 seconds as long as you're still around it, when it finishes repairing you enter a 30 seconds (or the number estimated optimal) cooldown period, also, if you are shot repairs stop.

Basically these tweaks are to give it the functionality to repair suits the good way, and remoev a couple of exploits.

good points.. maybe the repair function should only work when not under fire for x amount of time and is kicked off once you are engaged
