It is good, so yes. Reasons:
1) Can put on a beastly armour tank, 2) Can put on a beastly active tank, 3) Can do a beastly mixture of 1&2 4) Racial bonus makes laser weapons go from simply "good" to being "beastly" 5) Only assault suit with BOTH a good suit AND good backing bonuses.

Amarr assault at level 5 does about 1200 more damage with lasers than say an amarr commando if shooting for full duration.

Probably the most synergistic bonus in the game with Scramblers and Lasers. Almost 1300 HP if you fit all proto HP mods (which you can, because it has great CPU/PG, especially after skills - still leaves enough room for most proto weapons, too), though I prefer at least a couple damage mods instead of dual tanking on the rare occasion I run a proto fitting. Makes a good ranged anti-infantry heavy alternative with a logi and either Viziam. What a difference a slot makes.

And I'm only using advanced weapons, nanohive, and modules (except for two complex reps) and a basic locus.
Oh wait, that is on my advanced suit. Were you talking about the proto suit? Proto suits should be able to fit proto everything...

If you have L5 in the assault and in either the laser or the ScR it is INCREDIBLE.
It is the only suit that has both a great slot layout and a useful bonus. Your actual DPS with either weapon it affects essentially doubles possibly to the point of making it slightly OP as it should be with that much SP invested.

The Amarr are armor based so you are getting the most out of it by either rep tanking or outright armor tanking. Which you need or how you balance the two depend on your preferences and play style. I play a bit of a mix just because I have developed my style on that suit to stay at a little distance and really optimize the strengths of the ScR.

I just did this myself and trust me, the Laser Rifle and Scrambler Rifles are like different weapons with Amarr Assault lvl 5.

Most of them can't fully stack proto HP, actually (the mediums, that is), as they'll almost always run out of PG, or at least be too tight on it to fit anything else. One shouldn't be able to fit full proto on most suits, either, imo, as it would remove the need to make choices. We see that problem with Scouts (except Minmatar) and Heavies now, much like the Logis before them. Higher fitting potential is something the Amarr trades for being slower than everyone else (and slow as a heavy once you've plated it) and because the Scrambler has extreme PG requirements. Requires fitting skills to be pretty much maxed out if you want to go that crazy, though, and it's usually not a good option unless you have an excellent repping logi.

^ Depends on how much you foresee using your amarr assault suit with lasers/scrambler rifles.
Going to lvl 5 does more than just give a proto suit, it gives you the heat buildup bonus that will apply to your Basic Amarr/ADV Amarr assaults as well.
So, if you think you'll be bringing out a laser weapon Amarr assault frequently (any suit tier), go for lvl 5 for that racial bonus. If not, lvl3 will do just fine, and you can start speccing into something else.

Not sure how many SP you have, but go to level 4 at most and stop if you're not like a 15+ mil SP guy, you shouldn't be running a lot of proto yet, and level 4 is the last one at which you get a decent return on investment. The 1.2 mil it will take to get to 5 is probably not worth it until your core skills are pretty well fleshed out.
(Real pro tip: ADV suits with proto modules are always the most cost-effective. I've lost all of 10 proto suits in my (36 mil SP) lifetime in pubs, probably, and those were all after fanfest when I didn't care anymore)

With that in mind take it to proto type level then. Since you want the most killing power possible out of the laser and the ScR. Just remember.....and I say this because even vets and long time ScR users forget this..... keep your range. Embrace that role, you are the slowest with armour and DPS only short of the Amarr Commando.
Let lighter armoured of faster suits capture objectives while you focus on covering them. Moreover that role works in developing the trigger discipline required of the guns.
Trigger discipline will always save your ass in a tight spot.
The Amarrian way is Heavy Armour and Overwhelming fire power.
We don't run and hide like the other inferior races......the Gallente or the Minmatar. We Amarr have a bucket load of guts. Stand and fire, hold the line, burn the enemy away.
