I would much prefer abolishing the concept of boosters altogether and CCP Z will have to do just that if he's remotely serious about

I'd assume that he's looking to remove any and all gameplay affecting offerings from the revenue stream.
There's also the question of how "fair" it is to expect players to regularly purchase several types of boosters for ISK to not lose the competitive edge. Including this one we'd already be at four (passive, active, preferred LP, loot) different boosters to buy in order to be on an even playing field.

But let's not fool ourselves, thinking that this won't turn into something every high tier corp will feel compelled to use as much as possible in order to maximize profits.
This booster will be used as a community building tool just as much as active boosters are used purely for their convenience (and not as a way to maximize SP gain for as many toons as possible).
This is why f2p monetization is such a difficult thing to do, especially if you define "fair" and "non-p2w" as two of your central objectives.
