This gives Gunnlogis something other than armor to fit in their low slots. The reason we have armor tanked gunnlogis is because there isn't anything better to put there. We have armor mods, fitting mods, and ammo expansions. Moving damage mods to lows and passive, along with a fitting reduction, means gunnlogis can have something useful to fit there.
This creates some fitting choices. Gunnlogis can have more damage through low slots, and madrugars can have utility through hi slots. Maddies can fit damage mods by sacrificing tank, and gunnlogis can fit utility by sacrificing tank.
Not going to lie that's not a bad idea. I'd also suggest if this hasn't already been done a reduction to 10% damage at basic level up to 15% at proto type.
Additionally alter their names to better reflect what they are the the weapons system in use.

Which is why honestly complex should be 10% at most and scale it down for the other tiers. Oh and fitting a 5300 shield Gunnlogi requires both CPU and PG mods. Though that's with XT-201s and two particle accelerators at or near max fitting optimization.
Yeah...fitting tanks is fundamentally flawed.
