Fact: Heavies are meant to be close quarter combat monsters and outside of CQC they are to be ineffective.
So...
The question I ask is: "Why does the HMG have an effective range of 55 meters?"
Heavies are currently beast at assault (due to their weapon range and mobility), while they should only be beast at defense, as stated by the community time and time again.
So I propose the following: Reducing the range of the HMG to say... 25 meters effective range.
Reducing the speed of heavies by 15% on all heavies with the exception of the Minmatar heavy.
I hope you can see where I'm coming from, I find it frustrating that a CQC weapon has only 15 meters less effective range than an Assault Rifle.

A heavy should be like a fortress, keeps enemies off of points and strongholds but does not assault (push forward).

That can be put on a Heavy Frame, reloaded much faster, and has a precision scope. The problem with that is that the Burst AR only does that DPS when the gun is firing at it's full potential, and such a thing cannot be attained without a modded controller.

I believe a gun does 70% of the damage of optimal, thus 600 DPS rather than the 800 it usually is.

Effective damage is 70% of optimal damage.
So if my gun did 100 DPS in optimal range it would do 70 DPS in effective range. Understand?

I honestly think being a heavy is the easiest thing in the game, no offense to heavies, but really. You don't run out in the open like a scout or assault, no, you take cover hold back, let them come to you.
