The small rail can already 1-2 shot most infantry units, is fairly rapid fire, has a decent clip size, has much more range, is pin point accurate and can help against enemy vehicles. It's already my main concern when I run AV vs tanks, because it obliterates my commando. While I just laugh at small blasters, as I stand slightly outside of their range. Heck even inside their range they're still laughable. I recommend you look at that. Feline overlord of all humans - CAT MERC

Looks at rail proficiency Anyway, rails are basically vehicle mounted sniper rifles, they can stand outside of most weapons danger zones and just destroy infantry. As soon as a threat appears, relocate. Blasters on the other hand require you to get into the heat of the battle, and even then they can't kill infantry as fast as rails.
