I wouldn't say that Cal Scout has broken HD, but there is definitely SOMETHING going on.
As OP said, the only reliable method I've found of taking down Cal Scouts is the AR.
All other weapons tend to blue shield A LOT, but only in certain scenarios. Rapid Strafing makes them blue shield far more often than normal suits.

I have no problems killing CalScouts whether I'm using a ScR, AR, CR or HMG.

I just want to point out that the bullets coming out of your gun are a lie. The only thing you can trust is a hitmarker. Just try shooting an hmg at a stationary target halfway in the reticle circle. You'll see the bullets filling the circle and even hitting the target with the sound and shieldflares, but there won't be a hitmarker until it's close to the center.
I don't know about netcode and performance issues with using actual bullets, but if you have the first steps of having a target get hit by bullets and not have damage applied to it then the hit detection will feel bad right off the bat. Right now it just feels like someone is rolling a die when you shoot.
Ccp should, at least for project legion, get rid of hitscan for most weapons and have the individual bullets do the damage. |

Immediately after a MinLogi blue shields also. There's a heavy or two that does it also.
I really don't think that video proves anything about CalScouts (and TBH the SG has the same problems as the rest of the game; it's just more obvious with the high-damage low-RoF CQC. Burst HMG seems to behave similarly)
