My Plasma Rifle disagrees. Melting shields is so deliciously quick, while melting armor takes forever.
The problem is that the two most common rifles are anti armor (The CR and the RR), hence your survivability goes down the drain.

Two of these suck, two others are situational, and the scrambler weapons aren't common due to them being skillful in nature.
So yeah, not surprising that the majority of weapons on the field are anti armor, the anti shields weapons are either situational or unwieldy, or just plain bad.

Uhhh... No. Hybrid Plasma weapons are 110/90. Proficiency gives you a damage bonus to the strong part of the weapon, so in the case of Hybrid Plasma, it's shields. So it's 135/90.
Also, the Commando damage bonus is applied directly to the weapon damage, not to the efficiency. Same for damage modifiers.

But the popularity of anti-armour weapons should not be overlooked. You actually belive it? Lyn beck is just butthurt, it's his 3rd thread on it. Actually, I'm starting to believe the problem exists. It is the only suit I have issues with, even Minmatar scouts I can easily hit.
And my main weaponry is anti shields, so if anything I should have issues with Gal and Amarr scouts more than Cal.
