There are many ways how to kill fatty.
If scout wears any kind of rifle except shotgun against heavy well... You do it wrong. With rifle U can shoot every kind of suit except heavy. There's no such as Wunderwaffe. U can't have one weapon for everybody.
I got adv amarr scout and I don't see problem killing heavy if it's done properly. I don't even got prof on shotgun but from behind it takes 2-4 shoots to kill any heavy. Four rounds are reserved for fat fat gal hmg.
I can kill heavy with my dragonfly cal assault using flux and standard rail.
There's no problem with them when U cook their a.. by laser.
No weapon should outrun HMG dps if it's 40m or less.

It obliterates every suit without effort or isk within 40m range. Like it suppose to be.
