Would replacing items removed in past updates require a client side update, or can that be done server side? Don't want to make suggestions without knowing what is and is not on the table.

If this was possible one would wonder if we could ever get skirmish 1.0 back, but considering its a map/game mode and not an item I can only wish.

I remember someone at CCP saying that was impossible as it was effectively buried in the coding...... I hope the other modules and vehicles are salvageable.

Don't want to make suggestions without knowing what is and is not on the table. If your referring to the vehicles that were removed in Uprising 1.7, then they still exist in-game. However even if they didn't, CCP Rattati said that creating variants of existing items is possible, which would allow their return (sort of).

The idea is to have 1.6 vehicles with 1.7 AV, which is what should have happened in the first place.

Isn't AV comparably more powerful than it was pre 1.6?

is the role more viable? Yes.
Is AV (well, at least SLs) more powerful than in 1.6? Not even close.

In Uprising 1.6, the most amount of damage your Swarms could reach is 466.6HP (2800HP per volley); while in Uprising 1.7 the most amount of damage your Swarms can reach is 296HP (1776 per volley). It's actually 58% weaker. Swarms, at least. Forges had a 10% charge time increase and 10% damage reduction. So 1.6 vehicles will be pretty balanced against that, assuming 1.7 prices.
