People may call me bias, but I have all 4 proto commandos with their respective proto weapons and must say Amarr is by far the best. There is not a single weapon combo that compliments range and efficiency as well as the laser rifle coupled with the assault scrambler rifle, which you'd get a bonus towards both. Things at long range die and things up close die, doesn't even matter if they are shield tanking or armor tanking.
I would not recommend it with the normal charge shot variant scrambler rifle because it can not dish out enough damage to kill a lot of suits without overheating, and even if you stop right before overheating the laser rifle is not so great in the ranges you'd be using the scrambler rifle. Additionally, I have had some fun in my proto Gal commando with PLC/AR but the PLC is too skill based to be reliable on infantry, also tried proto Gal commando with AR/SG but the shotgun becomes redundant when you realize your suit has the highest melee of all other suits. If you're looking for a good commando and don't want Amarr I'd suggest you go Minmatar because it can make that mass driver really painful and the CR is still the best rifle in the game.

The Shotgun will bloody do way more than melee at point blank range, even more than a Minja can do. And even on it, knives do well over twice the damage. And even if you are to begin stacking all the highs with complex blues, the Minmatar scout still doesn't have the highest melee. A fully melee stacked Minmatar scout will hit at 495 melee, which is pretty close to an Amarr or Gallente commando that can hit for 420 melee but not even remotely close to a fully stacked Caldari commando which can hit for a whopping 990 melee.

Mobility and OMGBULLETS is not to be sniffed at. They nerfed the Matari Commando? They reduced its speed so it's not faster than assaults.

Of all the things that were broken about Dropsuits, people thought the speed of the Minmatar Commando was a problem? It is still the fastest commando, just not faster than any assaults. People are already getting crazy ideas like merging the Assault and Commando into one role because they feel the Commando has stolen the Assault's role, and seeing one of the commandos faster than some assaults didn't help matters.
