All of what you discussed has to do with the scanning mechanics.
Each suit has both a profile, the noise which that suit makes that can be picked up by other suits, and a scanning profile which is the point at which a suit can pick up the profile of another suit, and a range at which you can pick up any suits that meet that higher profile.
For example, a suit that starts out with 60 dB profile and say a 55 dB scanning profile (just picking random numbers for illustration), can pick up other suits that have a 55 dB or higher profile, and can hide from any suits that have a 61 dB or higher scanning profile.
The skills will automatically reduce your profile and scanning profile by the percentage per level that you have (can't remember the numbers off the top of my head), and increase the range of your scanner.
HOWEVER, if you want to get the full benefit of those skills, you will fit the modules that affect them.
For your suit profile, dampeners will decrease it so that you can get under the scanning profile of other suits.
For your suits scanning profile, precision enhancers will lower the number such that you can pick up suits that may have dampeners, or lighter suits that innately have a lower profile. Range extenders will increase the range which your suit can scan.

Also what exactly does Precision Enhancement do? Dampening makes it harder for the enemy to see you on their radar. Range Amplifications makes your radar more powerful and pick up more enemy forces. So what does Precision Enhancement do? I was afraid of that.
Precision enhancers enable you to scan people at lower profiles, it reduces the number in your scanning profile that I was discussing.
So if your precision is 60 and a red's profile is 60 or higher and they are in your scan range, they show up on tacnet. If their profile is lower than 60 then they won't show up on your tacnet (unless you have line of sight on them, then their profile doesn't matter). If they are at say 59, adding a precision enhancer will lower your precision and enable you to now pick up his profile. This is the essential battle in precision vs dampening.

I tried not to go into more detail this time to hopefully be clearer. If you have any more questions let me know.

To answer that specifically for you, what suit are you wearing, what is your precision level, and what exactly are your goals?
Generally speaking, you must use mods to get anything out of your skills (maybe with the exception of CPU and PG mods), so without specifics, I would just say yes, you need mods.

Well to tell the truth I do very well using my (Free) Medic [starter Fit] I can get about 20 to 30 kills a game with it. When I want to get a few more points I use my Scout gk.0 (prototype)

As for my goals? I don't really have any. I got everything I wanted long time ago but with that said I'm still making SP's and don't really know what to use them on when I get them. Ok. If you are content with hunting down heavies and undampened medium frames, then its not necessary to go much higher with your precision.
Do you have your shields and armor skills maxed out? How about engineering and electronics so you can fit more stuff?
If you don't know what your goals are, or what you want to do with it, I suggest trying out other roles, either within the scout class, or with other classes to see if there is something that strikes your fancy (without spending too much SP).
Otherwise, since you already have a scout gk.0, you can always go lvl 5 in dampening and toss on 3 complex damps or 2 damps and a proto cloak and be completely invisible. That makes the most out of what you are already skilled into.

I'm content with anything that will make me a better player. As for the skills you asked about.
- Armor Plating: (level 5)
- Armor Repair Systems (level 5)
- Shield Extension (level 4) <--- working on...
I also have:
- Shield Recharging (level 4)
- Shield Regulation (level 2)
But I don't have a DropSuit with those modules and that's why they are lower levels. I'm not a big cloak fan. Other then having a fun time killing people that think they really are 100% invisible when they use them Also what is the answer to my question? Do I need a mod? I know mods help but all the slots in my DS's are filled I'm not going to invest SP into something that is no help for me. What helps you or doesn't depends on play style. It varies between people, and there is a lot of trial and error.
Try fitting 3 complex damps on your gk.0 and seeing what you can do with it. You can be tacnet invisible without the cloak you don't like. You may like the fit, you may not. You may find it situational.
If you are doing well, then you don't need a mod. The 3 damp mods MIGHT make you better, but if you rely more so on tank, then they might not. If you are more into flanking, then most likely they will make you better. If you find yourself in a lot of straight up fights, they probably won't.
