I've tried these past few days to join Caldari FW but with no success. Is FW down? Will I never be able to restock my State Gunnlogi which I had lost?

I knew this day would come. The reason why you cannot find a battle is because no one else is joining. You need to have 16 queue on your side and 16 queue on the enemy side before the match will open up. (Thus avoiding empty matches).
My theory behind why no one is queuing is because there is no ISK payout, which means no one wants to waste money on this. You can't get items in the LP store for just LP, you need ISK, and because FW gives no ISK, there is absolutely zero incentive to play it.
My solution is that they give a decreased ISK reward along with the LP reward, just as they have it set in the MISSIONS in EVE. You get a very small ISK payout per mission, with a chunk of LP points. You make most of your money from bounties in Missions (salvage in DUST). Instead of the current ~250k / match, give something like 50-100k / match. Something that will allow players to make ISK/LP to buy the actual LP goods. (just an idea).

Are you Q-ing solo or with a full squad?
The problem you are likely running into is randoms have stopped Q-ing as matches get taken over by q-syncs. just get you a full squad together and you will get in but it will take you a little longer or get 16 together and you will go in quickly.
Ask a few people in game for the caldari channel you should have no problem getting going from there.

This isn't probable because while you do need ISK to purchase LP items, the ISK price of the items is negligible. The actual reason why people aren't participating because the LP payouts are so low that it's not worth the effort.
