GalScouts were broken, but the nerfs they got went justified. GalScouts should be hard to find, but not hard to find with so much health. But directly restricting their fitting options, or giving them useless bonuses, makes them worthless. If they want to stack plates, they should be able to. So let's look at the plates themselves.
Light frames are built for speed and agility. They aren't very strong, as indicated by their low melee damage, but they can run fast and run far. Heavy suits are all about carrying heavy stuff. Slap them full of plates, they keep on trucking. Basically light suits are runners, very thin and weak but light and fast, and heavies are strongmen, able to lift and move lots of weight but not exactly mobile.
So, let's change how armor plate penalties apply. Medium suits would have armor speed penalties as they are now. Light suits (including scouts) would suffer double penalties. Heavies would only suffer half penalties.
This reflects that scouts are light and nimble, but they can't take a lot of weight, which slows them down much more than the heavier stockier suits. Heavies get half the penalty, because they are built with two spines and other augmentations in order to take that weight, and so loading them with plates is not as detrimental to their top speed like the lighter suits. Mediums are in the middle.
This means a GalScout loaded with plates moves very slow, and cannot take advantage of the speed scouts rely on to survive. It buffs heavies slightly, because they can move faster, but they weren't exactly speed demons to begin with, and this simply helps them with some of their mobility issues.

For them to get back their dampening and range bonuses. That wasn't the problem.

With the changes proposed here, galscouts could return to being hard to find and decent at detecting, but suffering if plates are piled on to the frame. It also helps out heavies who have mobility problems some. This encourages galscouts to use reactive and ferroscale plates instead, allowing them to be nimble and fast, while still using their racial tank and being easier to kill, in line with its suit size.

Shield having such a low HP ceiling is a deterrent, but we could have the same penalty apply to extender penalties. Justified asshield scouts spending more of the suit space on servomotors and scan equipment rather than on tank, and halkve the penalty on heavies, justified as they spend most of their suit space on improving their tank and less on their electronic skills.
