Currently the Amarr Scout is one of the least used suits since the release of Update 1.8 and sits right behind the Minmatar Scout. As others have previously stated the Amarr Scout does not have a generic scout role on the field much less an effective one at that as other scouts outperform it by a land slide.
By default the Amarr Scout has a 7.35 sprint speed and 275 stamina (no bonus applied). With Amarr Scout Dropsuits 5 however, it has an incredible amount of stamina: 343.75. That is all fine and well but the Amarr Scout bonus is overshadowed by a Basic Cardiac Regulator (Stamina +25% / Stamina Regen +50%).
Considering the latter the Amarr Scout bonus only provides 25% more stamina and +25% stamina regen (much less compared to a Basic Cardiac Regulator).
Amarr Scout Bonus per level:
1) Stamina +5% / Stamina Regen +5% 2) Stamina +10% / Stamina Regen +10% 3) Stamina +15% / Stamina Regen +15% 4) Stamina +20% / Stamina Regen +20% 5) Stamina +25% / Stamina Regen +25%
Standard Cardiac Stamina +25% / Stamina Regen +50% Enhanced Cardiac Regulator: Stamina +50% / Stamina Regen +80% Complex Cardiac Regulator: Stamina +100% / Stamina Regen +100%
Currently the Amarr Scout is the only scout that has a bonus equal / lesser in value to a Standard Module compared to the rest of the scouts that have a bonus equal to the Complex Module (excluding the recent Gallente Scout dampening nerf from 5% to 3%).
Caldari Scout Bonus: 25% scan precision Complex Precision Enhancer: 20% precision
Minmatar Scout Bonus: 25% hacking speed (and 25% NK damage) Complex Codebreaker: 25% hacking speed
"So all other races get a free complex module and then some, but Amarr scout gets the short end of the stick here. I think it would be more than fair to bump this bonus to 20% stamina recovery and max stamina per level, which at level 5 would be 100% bonus to each which is the equivalent of one complex cardiac regulator". - Aero Yassavi
In addition the Amarr Scout is also the slowest scout (which is no surprise) and can be outran by every other scout in every single aspect even with the stamina bonus. For an extra +30eHP the Amarr Scout loses 0.28 units of speed in comparison to the Gallente Scout (another armor tanker).
However, in contrast to the suggested bonus the Aero Yassaviset fourth, I propose a bonus that will both make the Stamina Bonus much more useful and won't nullify it because of the suit's low speed.
Stamina +5% / Stamina Regen +5% / 5% reduction of Armor Plating speed penalty per level.
While using armor plates that bonus won't make the Amarr Scout speed lesser than it already is and completely negating the Amarr Scout bonus all together. What's the point of having more stamina if you can't catch up to the other suits because they're faster than you?
With applied bonus:
Basic Armor Plate: 7.35 - 3%(-.25) :: 7.35 - 2.25% = 7.18 Enhanced Armor Plate: 7.35 - 4%(-.25) :: 7.35 - 3% = 7.12 Complex Armor Plate: 7.35 - 5%(-.25) :: 7.35 - 3.75% = 7.07
Without applying bonus:
Basic Armor Plate: 7.35 - 3% = 7.12 Enhanced Armor Plate: 7.35 - 4% = 7.05 Complex Armor Plate: 7.35 - 5% = 6.98
Note: I did not apply the Dropsuit Biotic Upgrades skill.
As you can see the speed is not penalized as much while still keeping a consistent amount of speed and bonus to still fall into the Scout category and not the Assault category.
Feedback would be greatly appreciated along with constructive criticism.

It's worth noting that the amarr ships that 'go fast' in eve are among the very, very fastest ships in the game. The stamina bonus would have been acceptable and nice if other scouts hadn't had their Stan and recharge buffed through the roof.
I think it should be 10%stam & recharge and -10% armor plate speed penalty per level.

I'm not a fan of armor bonuses on scouts, it eats into the assault role. |

The Amarr stamina bonus is useless since stamina is not a sparse resource in Scouts. Except for the initial sprint to the objectives there is never any time where you would want to sprint for 30 seconds continuously without once or twice looking to your side, which almost fully replenishes your stamina anyways. As long as everyone has pretty much all the stamina they will ever need you could buff the Amarr stamina bonus to 1000% per level and it still wouldn't go noticeably faster than anyone else.
On the other hand I think it unlikely that anyone will support a 30-50% nerf of stamina across the board. Neither do I. Under these circumstances I think the best way ahead would be to give the Amarr Scout the scan range bonus while Caldari and Gallente keep their respective precision and dampening boni. I would prefer that much to the proposed armor speed penalty mitigation as that encourages stacking ehp on the Amarr scout. |

While I do agree I believe whether or not the Amarr Scout has the Armor Plate speed penalty mitigation there's not much of anything you can do with it - right now the only fitting that I think would be viable is Armor Plates for the reasons I stated above - the speed. The way I see it the Amarr Scout would fit perfectly into the role as a Scout Uplink runner for PC matches but I'm sure that wasn't the role CCP intended.

I run the Amarr scout about 75% of the time and this couldn't be any more true. The only way to deal with the super damped+tanked Gallente scouts is having more hp or relying on them sucking. The only way to deal with Caldari is to drop 3 of my low slots for damps. Don't even get me started about the heavy spam.
The Amarr scout bonus is like the old Amarr sentinel bonus. No one needed 25% reduction to overheat damage on a heavy;_;
