Indeed.
Legion isn't even green lit yet and likely when it is we still won't see Amarr and Minmatar vehicle assets as CCP over shadow these two races yet again with more Caldari and Gallente assets, even if art and design teams were working to ensure all racial assets were out on Legion release I cannot see why CCP doesn't produce these early in development, throw them into Dust and then gauge community reaction, for a smoother Legion release.
