They are scouts! They are little suits, so of course they are going to be fast, have high stamina, and used to flank positions. That's what a scout does.
And the truth of the matter is, with or without a cloak, a scout will still drop you from behind. Anybody talking about cloaks being the problem of scouts sneaking up on them are usually really really poor at field awareness. I bet a Sentinel could sneak up on you with his fat self and drop you with a shotgun.

It is not that the cloak lets the scout sneak up behind me directly, its that a cloak allows a scout to move across the field uncontested where he otherwise may or may not have been seen by a fellow team mate with a rr, cr, scr, or laser. This allows the scout to get into the position behind you that he may not have otherwise been able to do. More over it allows the scout with a very powerful cqc weapon to move across vast open distances with no need for long range cover fire from supporting squad or teamates. I know, I have a Gal Proto scout, and a Cal scout, with proto cloaks. This allows the scout to not only do his job but get in positions to slay. I personally feel an overall change to the radar system would alleviate much of this as not being able to see which direction someone is facing would make this practice of cloak shotgun in the back much more difficult. That being said I promise im not poor at field awareness, I kill many more of them than they do me.
Yea, its a cloak.
I don't know about the guys you play with, but the guys I squad up with got eyes like cat compared to most. We are calling out scouts when we see them and letting you know if they are cloaked or not.
And it doesn't matter if other people see them or not, long as my squad or myself are aware of our field, we are okay.
I have a proto Cal scout myself. And I have stood in front of clueless people who are wondering why their reticule just went red. And they do nothing but just look at my cloaked scout as if its some anomaly.
In short, I'm tired of this game being hacked because people absolutely refuse to better themselves in this game. We have turned this game into a babysitter's club.
I don't know how many times I have adjusted, with little to no complaining, to a game that was adjusted due to people not adjusting and just purely complaining.
