Swap KinCats with Code Breakers and (maybe later) add something along these lines as a low slot mod.
There's been discussion going on among light suit users the TL;DR of which, if I've understood it correctly, is that KinCats in the highs would make some of their fits brokenly OP while Code breakers in the highs would be an even trade regarding the power curve.

GalScout and CalScout slot layouts make for good interplay between "Ghost" and "Ghosthunter" ... How might this change if all-things-ewar are shifted to Highs?

Then you've made for a less effective Ghost and Ghosthunter. See Scout Racial Bonuses and slot layouts.
If this was intentional, please explain why its necessary.

Currently, shield mods are in highs, kincats are in lows.
If this shield tanking were a problem, then then the current situation already allows for it.
If Kincats were moved to highs, it would be much worse, as many scouts have already given up on dampening and gone strictly with tank because of the inefficiency and effectiveness of even trying to dampen. Because then you would be dealing with fast AND tanked out scouts.
By moving Codebreakers to highs, you keep the current dynamics regarding speed and tanking while giving a viable alternative to high slots, possibly enough to even be used in a slot instead of shields.
Cross is right in that this move would give greater ewar flexibility with limited if any downside.

hmm... we could also change nova knives to either buff normal melee damage, or make them melee weapons effected by stims |
