All in all I think it was pretty counter intuitive to increase the power of the turret and the hit detection while dramatically reducing accuracy. If you were intending to buff the blaster and give it a role against infantry, you were horribly mistaken with the dispersion. I feel that dispersion should never be this horrible, unless its intended as a balance mechanic; not an ease of use mechanic.
I suggest you remove the dispersion changes ASAP (even before hotfix charlie), as the blaster is arguably even more useless as it was before.
On a different note, I hear that the large blaster got another dispersion increase, officially making it the worst turret in the game. It seems that horrible dispersion is never a good thing, unless the gun fires a wall of bullets (e.g. the HMG). I used a blaster tank for the first time in a while today and OH MY. The size of the reticule got much larger than an infantry person at 10-20 meters, not even at full heat. I had to wait all the way down to 0 heat to effectively destroy equipment not further than 20 meters.
Like you said, dispersion this much would be fine if you fired a wall of bullets, but the large blaster just simply relies more on precision than spraying a wall of bullets to be effective.
Which is why I don't understand why people cried for dispersion. It was precise before, but just because something is precise doesn't mean you don't need skill to use it. It'd be the same as saying why doesn't my rifle hit people when I'm ADS? Aiming blaster turrets required just as much aim as rifles. Not everyone had incredible accuracy, but everyone can spray and pray.

Tone it back down, and seriously, way less dispersion on small blasters. What the hell is with being unable to kill a scout suit at 15m? Might as well just use a heavy suit with an HMG when driving a blaster tank or operating the small blasters
