Thanks for your support. The dev blog has stated that the system will be SVT. This can be hard to get a grip on... so i made a video to explain it, which I will release tomorrow. In the mean time... screenshot.
You get as many votes as their are candidates...sort of... But really, its the top 2 or 3 that matter. I hope my video will make it clear for you.

I think they will use proportional transfer. So its only the amount of votes I may get above the quota that get transferred, and even then they are made proportional to the sum of my votes. Quota = (voters / (candidates+1)) +1 ................ Its in my video.. I really hope it helps as it can be really confusing. Plus you get many transfers as their are candidates, as this ensures votes don't get lost.

In a normal SVT you rank every candidate. You are allowed to rank every candidate to ensure in even to most unlikely results your vote gets counted. if CCP chooses not to do this they are breaking from the way SVT is typically run.

I said it was usual to allow voters to rank each candidate on a ballot. This is undeniably true. In some countries, like Northern Ireland, your ballot is not counted if you do not number every candidate. In fact some ballots are grouped (this would not work for the dust ballot) to force full listing. One reason for this is to avoid an exhausted ballot.
exhausted ballots are a recognised issue with SVT. It is mentioned on the very wiki page logibro linked to. In an 7/18 election exhaustion is less likely, more so if they use delayed surplus transfer. But my original point was that it is simply usual to allow full ranking.
CCP will choose whichever method they will choose.

I am in the dark on this. I just seek clarity so that I can inform anyone who asks of the exact process. CCP I am sure will tell us, but I am already getting questions, and see people talking, including on the forum, about trying to choose the one person to vote for.
If people only vote for one person, or three then their votes may be exhausted. This is not desirable. The actualt votes are scheduled to start in six days. The people who vote, and I am one of those people need to understand the process so that no accusations of unfairness can be levied at the CPM electe.
