Not sure, but if I skill into it they nerf it. To bad I never save sp and slowly skill into the FOTM just in time to hear its OP and being nerfed next week. Figured sooner or later they'll stop changing things. Since respec is out of the question.

Increase the price of the most used stuff and decrese it for stuff that is allmost newer used in battles.This would be the economic way to nerf stuff,right?

Bad measurement, or proto gets cheaper, basic get more expensive ( watch the kill feed ) = no new players ( since they have no bankroll ) What destroys the most, and is used on that fitting ( not what it's killed by it ) to determine cost seems better.
Not just what's spammed, but what's spammed and killing.

Barring certain tank/ADS fits I don't think anything is really "OP". Tweaks are needed for sure, but what seems to make something OP is people being killed by it. Either through poor tactics (such as rushing a heavy head on down a corridor), or poor situational awareness (such as hacking a "clear" objective despite the fact someone just got shotgunned hacking it before you).
It would seem that a lot of people just do not want to adapt to a changing game, or can't/won't learn from their mistakes. Instead blaming their deaths on whatever weapon killed them.
At the end of the day DUST is meant to be a tactical, team-oriented FPS. If you run in guns blazing, you die. If you aren't paying attention to the situation, you die. If you revive someone in the heat of battle, you both die. If someone wants a mindless run/gun shooter, well I'm sure we all know where they can go.....

I think right now, there is nothing ridiculously OP. There are a few things UP, but almost everything is within the tweakable range. If HF Bravo works as well as Alpha did, it is going to be a lot harder to find things to gripe about.

For example, when the CR and RR were introduced they were far, far superior to the AR; there was little (if any) reason to use the AR anymore as it offered no advantages over either of the weapons. In this sense, the CR and RR were OP when compared to the AR.

I found the reason was if the noob sucked at using the spool-up-time, had a knack for missing a lot of shots, and didn't have a trigger finger, they would use the assault rifle.

Not quite.
Stating that quantity correlates with quality is a fallacy. Being overpowered, refers to an that exceeds inside or outside of it's intended purpose(s), or is unreasonably stronger than other items in the same category.
An example, would be the 80GJ Railgun.

Something is overpowered when it starts outperforming its counter.
This is happening right now; when they say shotguns and whatnot are the counter to HMGs, what they mean to say is that they're the only weapons that stand a chance against an HMG.
