Within the greater sphere of Dust I have come to embrace Vehicle Combat and Command in this particular game unlike any other and while I will be the first one to admit that Vehicle vs Anti Vehicle Weaponry Balance is skewed, as well as Vehicle vs Vehicle Turret and Hull balance is also lacking a certain finesse one thing that has become apparent to me with my fits is a lack of viability of modules and disuse of certain turret types.
I however prefer to fit Small Turrets on my HAV so that I can have the utility of being able to transport squad mates and the additional fire power and visual arcs that only a second player provides.
While I love to fit Small Turrets I cannot feasibly fit Small Turrets in both slots and maintain a viable tank, even with Basic Modules and highly developed fitting skills.
I fully believe that every player should be able to fit a basic something in every slot of his vehicle or dropsuit, especially with as well developed fitting skills as I have.
Even so when I try to fit one single Turret I face the issue of it being automatically placed. assigned to the frontal turret position. This being a very poor position and not one that is useful in most cases. I feel that I should logically be able to customise my own HAV or ADS and choose which position that the turret I fit will face.
I would like to suggest that to encourage fitting Small Turrets on HAV and ADS the turret slots on a vehicle fitting model is give a corresponding position on the vehicle itself allowing players to fit it is the specific position.
E.G- I have very developed fitting skills. I have room on my HAV after basic modules in my Lows for fitting basic modules in my highs...... however I cannot fit two small turrets to fill my turret hard points. So I would choose to fit ONE over better tanking modules, which is supremely foolish, but I am restricted to frontal vehicle turret mounting instead of the cupola mounted turret I would prefer.
Please consider this CCP for future hot fixes for Dust 514.

They are visually assigned a location on your HAV in the fitting screen but when deployed the turret defaults to the frontal or right side of the HAV/ADS.

Especially if you are like me a just dumped 5.5 Million SP into fitting optimisations. Additionally Vehicles need their own engineering trees.
In fact much of what makes HAV OP now can be broken down and reintroduced as attainable through heavy SP investment, as it can in EVE.
Thermic, Kinetic, Explosive, and EM Armour and Shield Compensation Skills
Armour Layering
Advanced Nanite Pump Control Optimisation and Nanite Pump Control Operation, breaking down even base Heavy Rep rates into required SP investment.
Almost all thing in HAV control tree can further be broken down into SP Skills meaning basic unskilled Tank/Vehicle Operators/pilots cannot wreak havoc on matches and suffer heavily against AV while those willing to invest 20-30 Million SP into their given role will attain current levels of vehicle efficiency.
