for a long time, the Caldari have high shield hp but low shield depletion timer while the Minmatar have low shields and a higher depletion timer.
IMHO, i think that the Caldari should have to wiat longer to have thier shield regen and the minmatar have thier shields regen a lot faster since the minmatar are fast but weak, but can survive better because they will have thier shields back faster for another engagement, while the caldari will endure more dps,but when damaged or completly depleted will have to take cover and wait for thier shields to recharge.
this way the minmatar can have better odds in combat when having the lowest ehp and the caldari can still survive, but with a slightly slower shield regen timer

I like the idea that the regen amount stays the same, but the min get a greatly reduced recharge delay and depleted delay, so that their recharge kicks in faster (also makes sense from a speed tanking perspective)

not gonna happen, caldari are full on shield tankers while minmatar are the omni tankers capable of tanking either/or shield/armor and have shield regen close to caldari while they have more movment speed sprint speed and i think max stam and stam regen and technically they do have to wait longer as they have more shield hp then any other race.. BUT are more F'd over by flux nades then any other race. L2P
