I'll back hand anyone else that says that.
I have an Imperial Navy Slicer that overheats to about 4.5 KM per second and the one who gave me the fit hits about 5/7 km/s.
The Amarr can make uber fast stuff if they want to.

No but you don't you see. Amarr are able to have Fast things within their racial sphere and line up of dropsuits as they do in their space vessel line up.
You are addressing the preconceived notion that Amarr always have to be slow with highest EHP. This is a fallacy, the Amarr scout could be the Slicer of Dust Dropsuits.
Also not true about the Combat Mantra.....you are assuming Beam Lasers instead of Pulse, then even not assuming the various kinds of pulse laser and focusing crystal, types of armour plating and hull composition........ etc........

sure, it can't dampen like a Gallente but it's the only other scout that technically can be invisible (with 4 damps) and it can abuse the hell out of biotics with 4 low slots. or even an armor rep and some ferroscales.
why don't you present something that's actually fact based instead of saying "lol amarr sux"
Amarr lack significant or equivalent benefits in terms of bonuses, both Caldari and Gallente gain the equivalent of a complex module as a bonus, Minmatar gain the benefits of 3 compelx modules.
The Amarr bonus is equivalent to a single Standard Module.
First issue.
Secondly with the buff to Minmatar Stamina regeneration, assuming both suits are running with with no speed enhancing biotics, or the same number of speed enhancing biotics the Minmatar scout will beat the Amarr scout over long distance every time, as such the Amarr bonus of stamina buffs is essentially negated as it takes longer to reach the same long distance locale as the Min and of course runs short distance significantly slower.
Second Issue.
Gallente can do everything the Amarr suit does and better with the only significant differences being a 35 HP difference in armour.
Third Issue.
I can of course bring up all of the graphs and cite the examples from the original threads we had discussing this months ago if you'd like.
