2 Ways to play in my opinion
Regen and Tank
Right now it's tank tank tank tank tank
I thought that design philosophy of gallente was about Armor Regen tanking, about putting all your chips into repair systems to keep the reliable armor reliable. That's what I was buying into when I going for the Gallente Scout many many many months ago. At the time, the Gal Scout had no innate repair so you could imagine my excitement when they brought the innate repair to the GalScout in 1.8
But that turned to a cluster ****
Galscouts were tanking left and right and the amarr was swept under the rug like a Yugoslavian orphan
I use the scouts as my example because I've been a scout since TQ, I can't relate to other suits much, and that the scout epidemic was one we can all relate to.
If I recall correctly the ideologies of the races were so:
Amarr - Brick Armor tank - good for surviving the fiery-one-encounter Gallente - Armor Rep tank - good for surviving multiple skirmishes Caldari - Shield Tank - About prioritizing shield ceiling to survive higher damage thresholds while utilizing a slower regen Minmatar - Shield Speed Tank - Prioritizes quick shield regen, to get in and get out, over and over again.
Right now I would say that these ideologies are poorly represented and have always.
CCP tried a little when they gave innate stats to the suits, but then it falls apart. Amarr suits were bitching that Gallente can out tank while having innate reps and it's true (only if the Amarr forfeits a slot to a rep mod). Minmatar suits are a joke because the regen is just not cutting it with the already low HP ceiling.
Work needs to be done to instate a reward-punishment system for failing to use the suit's ethnicity properly. There is already punishment instated on Amarr and Gallente who attempt to shield tank because they have the worst shield regen stats and the lowest shields to start with, as well as the least High Slots.
But there is no punishment system when the ideologies share the same slots. Gallente can armor tank and Amarr can rep tank but there is no sufficient cost to breaking the barriers like that.
Suits need some sort of innate bonus to certain modules so that it works better on that suit.
Gallente need to have the innate armor repair toned down perhaps, instate a reward system for repair systems
-- -- -- Gallente Heavy receives better repair tool rep rate -- -- Gallente Medium has innate bonus to repair mods and reactive plates -- Gallente light has highest innate armor reps and bonus to mod but a heavier speed penalty on regular armor plates (suit designed to handle lighter loads) All gallente suits need to be slowed more by regular armor plates (reactive is fine because it fits the bill) but maybe you could tone up their speed then to fit EVE so I hear.....
Amarr need to have a wider window of armor buff, they aren't the stand and deliver they were designed to be
-- -- -- Amarr Heavy should probably receive armor efficacy bonus, needs a wider distinction on HP but you already added resistance to all the heavies so..... -- -- Amarr Medium needs a wider distinction in armor buff, speed reduction-reduction on plates or more HP per plate -- Amarr Light needs a tad bit more distinction in armor buff or less speed penalty on it and reward on ferroscale plates On all amarr suits, repair modules should work slower
this is a general idea of how you could draw a line in the sand between the two and actually give some reason to not tank on a Gallente and to continue ideas
I'm not saying follow this model to the word but disparity between Gallente and Amarr needs to occur.
I can't think of disparities for Caldari and Minmatar though, I don't shield tank/touch those suits.

Non-level attributed characteristics to the suit that give it a defining ideology compared to a role they build up on.

A) An armor plate efficacy bonus B) The current sentinel armor resists bonus The only difference between your suggestion and mine is resistance bonus and resistance bonuses would be a hard idea to pitch to CCP concerning medium and light frames.
