etc I'd lean towards the first or second (maybe combined) myself. But that may be a playstyle preference. I'd avoid stacking 2 & 3 both on at once though, either one might be useful but both would be deeply burdensome.

Smaller clip alone would do it. I also think a higher heat cost across the board, not just militia, (not for the burst) would be effective.
Higher reload isn't fair though. I disagree with that.
My thoughts on Hotfix Alpha: First I noticed a scout running from my AR. Then a heavy. Then a COMBAT RIFLE USER. CCP +1

Serious consideration needs to be given to how a militia hmg will change the dynamics of the game. There is the risk with a militia hmg that a great many new players will turn to a militia hmg as a crutch weapon and never deviate from it. Once they get a taste for the multi kill spree, all other weapons will seem lackluster and hard to use. Where once a new player would take to the hills sniping, now they will run in herds with hmgs.

All HMGs need a wider spread. Once this happens, militia hmgs won't be such a problem.

On that basis CCP should have gotten rid of Sicas and Somas months ago.
