A problem raised in the Bravo Hotfix discussion on Commandos is the fact Cal/Amarr are woefully underused, and a thing people keep throwing about is Minmatar Commando's bonus to swarms.
Don't break the Minmando to make it 'as useless' as Amarr/Caldari.
Instead, introduce a Swarm Variant for each Dmg type, and state it in that weapon's description.
EM swarm for Amarr Kinetic swarm for Caldari Plasma Swarm for Gallente.
This gives each race their own variant of AV, and introduces new viability for all races as av.
Another idea for CC viability would be a burst Scr variant, with 2k ROF(listen) and .4 second refire delay, shooting 5 round bursts.(in other words, a shotty)
For Caldari, we could introduce a Tactical Rail Rifle, that has .1 second spool, and does 115 dmg a shot, with a bad enough hipfire to actually be usable in CQC(odd idea i know) alternatively, Assault Rail could have a serious Kick reduction, and a 25% hipfire spread increase

I use cal commandos all the time. Best sniper in the game.

My proposal at the very least allows each race to combat vehicles.
Along with the Cqc attempt, as those are very distinct roles only demonstrated(at all) by Min/Gal.

But replace that "Kenetic swarms" with a R.H.Y.N.O. from Ratchet & Clank for the Minmatar, and I'm down.

true, the Swarm Launcher (explosive) type is made by Caldari, but currently the bonus system is based off of Damage Profiles, and it would be difficult for Ratatti to implement a very specific 'do not include' phrase with 'minmatar commando- +2% per leel to explosives damage per level"
Instead it would be much more simple and effective to just release 'rail' type Missiles, that rely on faster speed/lock times and less tracking, while Amarr would be slower(?) and have more tracking, again, this is me being optimistic on how far tey can differentiate the swarm types.
However the minimum reasoning behind this is Dmg Bonuses are applied to Damage Profiles, not racial weaponry. Hence Minja with Nova Knives and Minmando with swarms, along with Gallente with Scanner tech(which should technically br Caldari, and swaped with their Nanite injector)
Anyways, it's the best balancing idea i can come up with that lies within CCP's development restrictions, and doesn't cripple the only properly working Commandos.

Amarr commando surely wins in the aesthetic department, as they're the only commando properly dressed in a non basic heavy frame or a snarky marshmallow costume. Give me my proper colors before we worry about game functionality...geez.

Well, your swarm ideas are kindof ****** up, as caldari don't have a bonus to kinetic damage, and EM weapons are the minmatar thing, not amarr.
If anything, swarms could become a new "missile" damage type, which caldari could use rather than minmatar. Minmatar and amarr don't have AV weapons, but that's irrelevant.

To think that 800 hp, +10% damage and 3 high slots for damage with even the basic rr needs any help is rediculous.

It doesn't bother anybody that Forge/Swarm is anti-Armor, while the Plasma cannon is (still) moderately useless in competitive play?
Considering we : can't add new assets, and Can't change the skill bonuses 150% around(like making Minmatar Commando exclude the Swarm)
The only true option left is to reskinthe existing Av launcher and make it into a Racially damage dealing weapon.
Laser based swarms (they shoot disco balls, IDC but make it work) which are bonused byAmarr Commando.
'Railgun' based swarms- Aka Impact based, bonused by Caldari Commando.
Either buff Plc to be competitive with Swarms, or Plasma based swarms ehich are granted bonus by GallenteCommando.
Any other proposals that follow the aforementioned ruleset AND don't royally shaft a different Commado's Av role (like Swarms changing to Kinetic and sayin F the others, or adding an Exclusion tag) will be backed wholly by me.

CCP Rattatai is looking into EM Swarms to be buffed by Amarr Commando I highly suggest you show your support so we can take those rail sicas and gunnlogis down
