In other games, a certain area would be intended for level X-Y. If you're below level X, don't bother going there because you'll get your arm ripped off and shoved up your ass. If you're above level Y, don't bother going there because there's no content you need or that would be enjoyable for you.
With Eve, it's about equal for everyone. Somebody who has been playing for years is still going to get their ass handed to them in NULL sec if they don't know what they're doing. Meanwhile, a noob might be able to do fine there if they have friends. This allows players to be wherever they want at all times- no places that will be too dangerous for them until at least a month later, and no places that have nothing to offer them.

Well its not exactly like you describe.
I am 1 year old and admittedly have only been active 60% of that time with skills training, sure I CAN get kills, but against players in the warzone who have been there for X years in a 1v1 fight I have a very small chance if winning due to having my skills less developed......
Between my frigate and X assault frigate there is usually a 70-100 DPS difference, several thousand EHP, and then experience.
Sure no traditional levels but gear is everything.... though once you pass through the SP and gear threshold you are on relatively even playing fields.
